You already know churches are exempt from filing Form 990 under 26 U.S.C. 6033(a)(3)(A). The part worth pulling on is the second order effect. No filing means no annual event that forces anyone, inside or outside the institution, to restate who is in charge. Every other segment you work gets refreshed against a return whether anyone maintains it or not. This one never does, which is why effort was never going to be the fix.

Their affiliated corporations are a different story. Housing foundations, senior housing corporations, child care centers, development corporations and community outreach arms are ordinary filers, and they're fully public. Same leadership, same campus in many cases, complete financial visibility.

The pattern holds across every large Black congregation I pulled in Chicago. Each of these is registered with the IRS, and each returns nothing:

That's why the segment feels unreachable and why a manual list decays so fast. There is no filing cycle forcing an annual refresh, so nothing tells you when a pastor changes. The affiliated corporation is the handle. It files every year, it names its officers, and it shows you what the institution can actually move.

You described the position plainly in April. Museum admissions and event rentals are the earned revenue. Everything else is philanthropy. The Center opened on 19 June, which means the decade you spent raising to build is now a decade of donors who have already had their moment of completion, and operating support is a different ask landing on the same people.

Congregations are unusual because they're the rare segment that pays into both lines at once.

Leadership confirmed against each institution's own published record this week. Financial figures are the most recent return on file with the IRS, with the fiscal year stated on every figure so nothing reads as more current than it is.

I have not seen your list, so this is not a correction of it. These are the four leadership changes at the largest and most visible faith institutions in Black Chicago since roughly 2019, which is the window you described. Check them against whatever you are holding.

The reason to map this segment isn't only that its leaders can give. It's that national philanthropic capital is already flowing into Chicago through faith rooted institutions, and those funders are reachable through the same relationships.

New Mount Pilgrim, the MAAFA Redemption Project and the West Garfield Park Collaborative won the $10 million Pritzker Traubert Foundation Chicago Prize in 2023 for the Sankofa Wellness Village, anchoring a roughly $50 million federally qualified health center and community development. A congregation founded in the nineteenth century is the anchor institution on a fifty million dollar deal.

For your purposes that's two signals at once. It tells you which congregations can absorb and deploy institutional money, and it tells you which foundations already write conviction sized checks into South and West Side faith institutions. Those are co-investors, not competitors, for a campus asking the same city for operating support.

The reason your list aged badly is that it was a document, and a document is a photograph of a day. What this needs to be is a standing query that reruns itself, because the underlying public sources each update on their own clock.
